The term "building inspection" covers a wide range of specialist services — and understanding which one you need can make a significant difference to what you discover about a property and how much it costs you. At HS Building Inspections, we offer seven distinct inspection services, each designed to address a specific type of risk.

There is no official regulatory definition of a "building inspection" in New Zealand, which means the term is used loosely — sometimes referring to a 30-minute visual walk-around, and sometimes referring to a full-day multi-system assessment with thermal imaging and written report. We are firmly in the second category. Here is a breakdown of exactly what we offer and when each service is appropriate.

Pre-purchase and pre-listing inspections

A pre-purchase inspection is the most common type of building inspection in New Zealand and the most important step in any property transaction. It is a comprehensive, independent assessment of a property's condition, carried out before the buyer commits to purchase.

Who needs this: Anyone buying a residential property in Auckland — whether at auction, by negotiation, or by tender. Also essential for buyers of apartments and units, which share structure with neighbouring properties and can carry hidden defects relating to shared weathertightness or services.

What it covers:

  • Foundations and subfloor structure, ventilation, and moisture levels
  • Exterior cladding, flashings, sealants, and weathertightness
  • Roof covering, guttering, downpipes, and roof space framing
  • All interior rooms — walls, ceilings, floors, joinery
  • Wet areas — bathrooms, laundries, ensuites (moisture meter testing)
  • Plumbing and drainage (visible)
  • Electrical systems — switchboard, wiring, safety devices
  • Thermal imaging scan throughout
  • Grounds, drainage, retaining walls, and fencing

A pre-listing inspection is the same service commissioned by the seller before going to market. It identifies issues before a buyer's inspector does — giving the vendor the opportunity to repair, price accordingly, or disclose with confidence. Properties with a pre-listing report on hand sell faster and with fewer conditional complications.

Thermal imaging inspections

Thermal imaging (or thermography) is the use of an infrared camera to detect temperature differentials in building surfaces. Because moisture causes a measurable drop in surface temperature, thermal cameras can identify hidden water ingress, damp insulation, and moisture-affected framing that is completely invisible to the naked eye.

HS Building Inspections' principal Graham Walton is an ITC Certified Level 1 Thermographer — one of only a small number of building inspectors in New Zealand with this certification. ITC certification requires formal training in infrared thermography and understanding of the physics and interpretation of thermal data.

What thermal imaging detects:

  • Water ingress through roof, cladding, and window flashings
  • Moisture accumulation in wall cavities, ceilings, and subfloor
  • Failed bathroom waterproofing membranes leaking into floor framing
  • Missing or compressed insulation (cold spots)
  • Electrical hotspots — overloaded circuits, failing connections
  • Heat loss patterns around doors and windows

Thermal imaging is included as standard in all our pre-purchase and pre-listing inspections. It can also be commissioned as a standalone service — for example, to investigate a suspected leak in a property you already own.

Moisture and leak detection

Moisture detection is a targeted inspection service focused specifically on identifying water ingress and elevated moisture levels within a building. It uses a combination of thermal imaging, non-invasive pin and capacitance moisture meters, and visual assessment of high-risk areas.

New Zealand's climate and building stock make moisture one of the most prevalent and most damaging defects we encounter. The country's leaky homes crisis — affecting tens of thousands of dwellings built between 1992 and 2004 — was almost entirely a moisture problem: inadequate weathertightness allowed water into wall cavities, where it remained trapped, rotting framing and enabling mould growth.

When to commission a moisture detection inspection:

  • Before purchasing any property built between 1992 and 2004 with monolithic or plaster-style cladding
  • If you have noticed musty smells, condensation on interior walls, or unexplained water staining
  • Before and after any significant roof or cladding repair work
  • As part of an ongoing maintenance programme for a higher-risk property type

Meth (P) testing

Methamphetamine contamination is a serious and widespread problem in New Zealand residential property. Unlike a meth lab — which involves active chemical manufacturing and typically produces very high contamination levels — a property used for smoking methamphetamine can still produce contamination levels that exceed the NZS 8510:2017 occupancy guideline of 1.5 micrograms per 100 cm².

At those levels, the property is considered unfit for habitation until remediated. Landlords, property managers, and buyers have all been caught by this — purchasing or tenanting properties that appeared clean but tested positive.

What makes our meth testing different:

  • We use laboratory-standard composite sampling following NZS 8510:2017 protocols
  • Samples are sent to an accredited laboratory — not analysed on-site with a kit
  • Results are defensible for insurance, legal, and regulatory purposes
  • We can advise on next steps if contamination is detected, including referral to certified decontamination contractors

Meth testing can be added to any pre-purchase building inspection at a discounted rate. It is particularly recommended for properties in areas with higher reported methamphetamine activity, properties with frequent tenancy turnover, and any property with a history that raises concerns.

Electrical periodic verification

Electrical faults are one of the leading causes of house fires in New Zealand. According to New Zealand Fire and Emergency statistics, electrical fires account for a significant proportion of structural fires — and a large percentage of these originate at the switchboard or in the wiring itself.

An electrical periodic verification (EPV) is a formal compliance check of a property's electrical installation. It assesses whether the wiring, switchboard, and safety devices meet current standards and are in a safe operating condition.

When you need an EPV:

  • When purchasing an older property (pre-1985) with original wiring
  • When purchasing a property with a history of owner-built additions or renovations
  • For insurance compliance — many insurers now require a current EPV on older properties
  • For rental properties — to demonstrate compliance with Healthy Homes Standards
  • When you suspect or have been advised of electrical issues

Our thermal imaging capability also extends to electrical inspections — infrared scanning of switchboards and visible wiring can detect hotspots caused by overloaded circuits or deteriorating connections before they become fire risks.

Weathertightness reports

A weathertightness report is a focused investigation into the building envelope — specifically, whether the exterior cladding system, roof, and window and door joinery are performing their primary function of keeping water out of the structure.

This service is most commonly used for properties with high-risk cladding systems: monolithic plaster (particularly over a timber frame without a cavity), EIFS (exterior insulation and finish systems), and certain fibre-cement systems that were installed without adequate flashings.

A weathertightness report goes into greater technical depth than the weathertightness component of a standard pre-purchase inspection. It may include detailed moisture meter mapping, assessment of cladding junctions and penetrations, review of building consent documentation, and a risk rating under the BRANZ Weathertight Homes Research Programme methodology.

Insulation checks

Since the introduction of the Healthy Homes Standards in New Zealand, all residential rental properties are required to have ceiling and underfloor insulation meeting minimum R-value requirements. Insulation checks verify that a property meets these requirements — both for new purchasers and for existing landlords seeking to confirm compliance.

Our insulation checks cover:

  • Ceiling insulation — type, depth, coverage, and estimated R-value
  • Underfloor insulation — presence, coverage, condition, and R-value
  • Thermal imaging to identify cold spots indicating missing or slumped insulation
  • Compliance assessment against current Healthy Homes Standards requirements

Can I combine multiple inspection services into one visit?

Yes, in most cases. A pre-purchase inspection with meth testing, thermal imaging, and an insulation check can all be completed in a single visit. Electrical periodic verification may require a separate appointment depending on complexity. Combining services is generally more cost-effective than booking them separately.
